Project Summary
Through its Human Rights and Artificial Intelligence program, Politiscope monitors how artificial intelligence (AI) affects our rights and lives. Today, AI increasingly makes decisions instead of humans, and sometimes those decisions can unjustly harm vulnerable groups.
The European Union has adopted the Artificial Intelligence Act, a law that requires AI to be accountable, safe, and transparent. For this to truly work, it is now up to individual states, including Croatia, to translate these rules into practice. Politiscope aims to ensure a high-quality legal framework – by analyzing existing practice and proposing concrete solutions that contribute to the responsible use of AI.
Although many civil society organizations in Croatia work on human rights, most still lack knowledge and skills in digital technologies and artificial intelligence, which are crucial for public oversight of AI systems.
Through the Human Rights and Artificial Intelligence program, we aim to ensure the fair implementation of the AI Act in Croatia and transparent use of AI in public administration and public bodies. We will help other organizations better understand AI so that we can jointly advocate for safer technologies, and we will inform citizens about high-risk AI systems.
The program delivers three main outcomes:
1. Better laws and oversight of AI systems in Croatia
We will insist on a more open legislative drafting process and the inclusion of civil society organizations working on rights protection. We will present recommendations for the protection of human rights, based on analysis and best practices.
2. Empowered and connected civil society organizations for AI oversight
At least six organizations will join the program and, through trainings, regular meetings, and at least two two-day “AI retreat” gatherings, significantly strengthen their knowledge of artificial intelligence and human rights. The organizations will jointly plan advocacy activities and projects. During the program, we will also develop practical tools to assess the impact of high-risk AI systems on human rights and to monitor such systems. The program will thus strengthen cooperation among organizations and their long-term capacity to oversee AI systems and protect citizens’ rights.
3. Greater government transparency and better-informed citizens
Transparency is a prerequisite for any form of oversight—we can only monitor AI systems that we know exist. That is why we will advocate for Croatian legislation to go beyond the EU minimum and introduce clear obligations to disclose information about AI systems.
We will inform citizens and the media through at least two public events, at least ten media publications, and regular posts on our website and LinkedIn.
